Norwegian macro-pilot (Oslo and Bergen)

In this macro-pilot, DHL Express together with project partner Paxster will test a modular, swappable box concept for seamless, standardised transhipments that dramatically cut refill times across different vehicle types. This creates the flexibility to distribute and exchange swap-boxes with vehicles already on route. Paxster’s purpose-built electric cargo vehicles will serve as the “right-sized” carriers for the swap-boxes, bringing zero-emission, ultra-manoeuvrable delivery to dense urban areas.

In Bergen, the city will collaborate with Nivel, and its mobility management platform, to manage logistics vehicles in much the same way it has managed shared micromobility since 2020. Together with Paxster and DHL, the partners will demonstrate how real-time geo-fenced digital policies can be applied—and dynamically adjusted—to delivery vehicles. Slow zones, slotted pricing for predictable loading/unloading, and deep data integration will all be explored.

This pilot will reveal the e-LCVs’ movements and allow for more streamlined interaction with available digital and physical infrastructure and other actors in the public realm.

DHL Express aims to extend the modular swap-box concept across its operations—both in Norway (eight locations) and elsewhere in Europe (28 countries). With Paxster’s vehicles and Nivel’s data platform, the pilot showcases a tightly integrated, data-driven approach to public-space management that can be replicated across the six Shift2Zero cities and beyond.
